Municipal management of waterways
On June 21, 2001, management of Municipal summertime waterways was transferred to the RMC as a rural matter by the Municipal Code of Québec, (R.S.Q. c. C-27.1). The RMC then became entirely responsible for the local, municipal, and regional waterways of the area.
The entry into force of bill 62 (2005, c.6), the Law of Municipal Responsibilities (« Loi sur les compétences municipale ») on May 24, 2005, specified the administrative responsibilities of the RMC in relation to waterways. The obligation imposed on the RMC by this law states the need "for restoring the normal flow of water of a waterway when informed of the presence of an obstruction which threatens safety of people and goods" (article 105, al.1). The governmental decree 1292-2005 (L.R.Q., c. C-47.1, r.1) adopted on December 21, 2005, specified the waterways or portions of waterways not under the RMC's jurisdiction.
