
The National Policy of the Rural Lifestyle … its foundation
According to the declaration in support of the rural lifestyle, "The National Policy of the Rural Lifestyle (La Politique nationale de la ruralité) and its partners begin in a mutually supportive way to promote the revival, prosperity and the enduring nature of rural communities".
The Quebec government and its partners recognize, among other initiatives:

that the rural culture is an essential component of the Québécois society |
 |
that the human, natural and cultural resources of the rural way of life and their development highlight the economic and social development of rural communities and also with that of all Québec; |
 |
that rural communities have a fundamental role in the dynamic activity and development of their Québécois territory. |
The current challenges require a joint effort, and for this reason the local leaders of rural areas and the government, by their participation in the implementation and follow-up of The National Policy of the Rural Lifestyle, make a common commitment that, among others:

that the rural culture is an essential component of the Québécois society; |
 |
that the human, natural and cultural resources of the rural way of life and their development contribute to the economic and social development of rural communities and also with that of all Québec; |

That rural communities assume a fundamental role in the dynamic activity and development of their Québec territory. |

to contribute, according to their respective missions, to the continuation of the rural way of life by supporting the active participation of women, the return of youth, the support of the elderly and the arrival of new families; |
 |
to preserve, protect and highlight the value of rural regions. |
It is in this state of mind that in December 2001, the government of Québec and its partners signed The National Policy of the Rural Lifestyle. This Policy, through the Regional ministries, offers to the RMCs of all Québec an operational budget allowing the implementation of the Rural Pact.
